I am looking to find out how many homes in your local authority housing stock are identified as having asbestos. Please answer the following questions:
1. What is your total housing stock under your Local Authority’s management?
2. How many homes under your direct ownership or management have been recorded to have asbestos?
3. How many homes under your direct ownership or management have you deemed may contain asbestos but have not had checks undertaken?
4. How many homes under your direct ownership or management with asbestos are currently occupied ?
5. How many homes under your direct ownership or management are suspected to have asbestos are currently occupied?
6. Can you confirm if you policy is to inform residents living with a home owned or managed by you, which contains asbestos that their home contains asbestos ?
7. Or can you confirm if your policy is to not inform residents living with a home owned or managed by you that they are living with asbestos?
8. Please provide a summary of how you manage asbestos risk in homes owned or managed by you, where the homes are occupied.
Response
1. What is your total housing stock under your Local Authority’s management? 2911.
2. How many homes under your direct ownership or management have been recorded to have asbestos? 2113. We have 82 properties constructed post 2000 and a further 233 properties with no asbestos detected or removed.
3. How many homes under your direct ownership or management have you deemed may contain asbestos but have not had checks undertaken? 483 but we are currently surveying these.
4. How many homes under your direct ownership or management with asbestos are currently occupied? 2109
5. How many homes under your direct ownership or management are suspected to have asbestos are currently occupied? Until asbestos surveys are carried out, we assume all 483 remaining properties contain asbestos until confirmed otherwise.
6. Can you confirm if your policy is to inform residents living with a home owned or managed by you, which contains asbestos that their home contains asbestos? We do inform on sign up for new tenants and a copy of the Asbestos Management survey provided. Within the Tenancy Agreement all tenants are advised to contact the Council before undertaking any works to their home. The Council is reviewing what we do for existing tenants.
7. Or can you confirm if your policy is to not inform residents living with a home owned or managed by you that they are living with asbestos? As above.
8. Please provide a summary of how you manage asbestos risk in homes owned or managed by you, where the homes are occupied. The current process is to remove or encapsulate where necessary and leave other items in situ, with no follow-on survey unless works are required. The Council is currently reviewing this, with the aim of setting up a reinspection programme based on the type of asbestos and risk. Higher risk materials or locations would be surveyed at a set period with lower risk over a longer period. Probably 3 years for high risk and 5 for lower risk.
